Tirana is the capital and largest city of Albania, home to approximately 900,000 residents in the greater area. It operates on Central European Time (CET/CEST). Albania spent 44 years under one of the world's most isolationist communist regimes (1944–1992) under Enver Hoxha, who banned religion, private property, and virtually all contact with the outside world. This isolation left an extraordinary legacy — approximately 700,000 concrete bunkers (roughly one for every four inhabitants) were built across the country as Hoxha prepared for an invasion that never came. Since 1992, Albania has transformed rapidly, and Tirana in particular has undergone dramatic urban renewal. The city centre now features the colourful painted apartment blocks (painted in bright geometric patterns at the initiative of artist-turned-mayor Edi Rama), the revitalised Blloku neighbourhood (formerly reserved exclusively for communist party elites), and a growing café culture. Albania joined NATO in 2009 and is an EU candidate.
